1. Create a new document with 1920*1080 with 150 resolution .
2. Select the text tool and select a dark blue color and write it on the canvas. Reposition it with move tool.
Open the blending options:
a. Inner Shadow ( blend mode-multiply, opacity-40, distance-20, choke-30,size-14)
3. Make a selection of the text layer by holding ctrl key and clicking on the layer. Go to select->modify ->contract and contract it by 12px.
4. Create a new layer and change the foreground color to light blue and fill the selection with the color(alt-delete). Open the blending mode:
a. Inner shadow( opacity-100, distance-0, choke-42, size-5)
b. Drop shadow (distance-0, spread-30, size-10)
5. Hide the background layer and press ctrl-shift-alt-E to make a composite snapshot of the canvas. Make the background visible again.
6. Go to filter->filter gallery and open stylize and glowing edges . Make edge width -2 edge brightness-6, smoothness-5. Change blend mode to overlay and opacity -70. Make a copy of this layer and change blend mode to normal and opacity 100. Go to filter->filter gallery and select sketch->chrome and make detail -7 and smoothness-10 and change blend mode to vivid light.
7. Fill the background layer with black . Go to filter->noise->add noise and make amount 100, gaussian and monochromatic. Go to filter->blur->gaussian blur and blur it by 0.3 px. Open the level window and make input levels to 213 and output levels to 232.
8. Create a new layer and fill it with black. Go to filter->render->lens flare and select 50-300mm zoom and brightness about 141% and position the lens on the top edge of the screen .
9. Click on adjustment layer icon and select hue/saturation . Check colorize and change hue to 228, saturation-100. Change blend mode of lens flare layer to screen.
