1. Create a new document with 1280 * 720 px dimensions and fill it with black. Go to filter->noise->add noise and select amount 400% , gaussian and monochromatic. Now go to filter->blur->gaussian blur and blur it by 0.3px.
2. Open the levels window and change the black input to 240 and white to 255.
3. Select elliptical marquee tool and drag out a circle in the center of the document . Press ctrl j to cut the selection from the background and copy to its own layer . Create a new layer below the active layer (ellipse layer) .
4. Select the gradient tool and select the linear gradient and select noise samples from the list of gradient presets and select a preset called blues . Uncheck restrict colors and check add transparency . Drag out a gradient from left to right of the screen . Go to filter->distort->polar coordinates and choose rectangular to polar . Hide the black circle by clicking on its eyeball and click on the layer mask icon . Now again open the gradient editor and select black to white gradient and choose radial gradient . Hold shift and drag out a gradient from center to right side of the document . Name the layer as aura .
5. Make the layer mask active and press ctrl I to invert the layer mask and press ctrl J to make a copy . Make the layer mask active of the copy layer and redraw the gradient from center to half way to right and press ctrl I to invert the layer mask . Merge the two layers using ctrl E.
6. Make the black circle visible and click on the layer to make it active . Open outer glow blending option:
a. Outer glow ( blend mode-overlay , opacity-35 , size-50 )
Press ctrl J to make a copy of this layer.
7. Hold down ctrl key and click on the copy layer thumbnail to make its selection . Click on the foreground color and select a rich blue color ( 2846ff ) and fill the selection with the color using alt-delete. Create a new layer and with the selection still active fill the selection with black . Hover the cursor between the layers and press alt key and click , this will create a clipping mask between the layers . Now we can move the black circle inside the blue circle. Move the black circle down to the left and go to filter->blur->gaussian blur and blur it by27px.
8. Make the aura layer active and make a copy of this layer . Hide the copy aura layer and make the original layer active and decrease the opacity to 65%. Make the copy aura layer active and visible and create a layer mask and fill the layer mask with black .
9. Select the brush tool and brush around the edges of the circle to reveal the bright aura under the layer mask
